Eknath Shinde, Chief Minister of Maharashtra has directed Cidco to issue pending Occupancy certificates, Conveyance & Society formation NOCs to ready constructed buildings & allow transfer of flats after delinking the same from recovery of surplus amount under CIDCO in Navi Mumbai area. Accordingly, CIDCO has announced a new Abhay Yojana for such buildings

Mumbai, Jan 31: Eknath Shinde, Chief Minister of Maharashtra has directed Cidco to issue pending Occupancy certificates, Conveyance & Society formation NOCs to ready constructed buildings & allow transfer of flats after delinking the same from recovery of surplus amount under CIDCO in Navi Mumbai area. Accordingly, CIDCO has announced a new Abhay Yojana for such buildings. The Chief Minister has appealed to as many citizens and developers as possible to take advantage of this scheme.
The government has decided to issue all the Occupancy Certificates, conveyance NOC, and also allow transfer of flats in the buildings of CIDCO’s Navi Mumbai areas which was pending for Maveja and ALP. Recovery of Maveja/ALP will no longer be linked to the issuance of occupancy certificates, conveyance NOCs or transfer of flats.
For projects that could not be developed within the prescribed construction period, it has been decided to give a 50% amnesty on the amount of Maveja and ALP payable till 31.03.2023. Abhay Yojana will be implemented for the same.

Over 1000 housing societies and 10,000 plus homeowners as well as large number of farmer PAPs are expected to get long-awaited relief. CREDAI mchi was approached by developers of Navi Mumbai & Raigad to intervene for resolution of the situation which was affecting the housing industry there. The Government took note of our representation & appointed a Committee under Shri Sanjay Kumar ( retd Chief Secretary GoM) which sent its recommendations to the government which in turn accepted most of them. Together, we will continue to shape a future that is brighter, more prosperous, and filled with endless possibilities.”

Additionally, a revised and equitable calculation method will ensure that thousands of farmers and project-affected persons will finally receive long-awaited relief from the burdensome Maveja and ALP payments spanning nearly two decades. Moreover, numerous stalled projects are poised to receive the necessary clearances, thanks to these proactive measures. The developers of Navi Mumbai express gratitude to CREDAI-MCHI for working along with state government in resolving the long pending issue and getting the right solution. We specially thank former President Boman Irani as well as President elect Ajay Ashar who spearheaded this entire process ”
A policy decision has also been taken regarding the change in calculation method for Maveja. The role of the Maharashtra government has always been to ensure that the citizens including home owners as well as farmers do not suffer financial hardship and to solve their pending problems. Therefore, all affected flatholders will benefit directly from this scheme.
A strategy has been devised to regularize all such buildings where more than one flat has been constructed on a small bungalow/row house plot. There is a demand to extend the deadline beyond 31/03/2024, but maximum participation of the public is required in the announced scheme. The government is also positive about extending the schemes.
